For the past three years, I have been participating as well as watching the circus of urban planning in Mumbai and have been periodically amused, angered and staggered by the brainlessness of the process and the people. Some observations (broad strokes)
1. The entire governance is totally centralized. The Britishers had a master-slave relationship and obviously, they kept all decision making in the hands of a few. Today, in an independent India not only have we maintained the centralization, but with our innate suspicion, added labrynths and labrynths of layers of permissions and rules and sub-rules.A school teacher’s appointment in a small village around 500 kms from Mumbai would be ratified and initiated by Mantralaya.
2. The Urban Planning process is initiated and arbitrated by Civil Servants. Now, an IAS officer whose main subject in the exam may have been Mathematics or Sociology or similar will pass one UPSC exam and become an expert in all topics of nation running and building. He would one day be the chief of Railways or of Human Resource or Mining and be expected to run the future of millions of people depending on the same. And he would be transferred to various departments and without any pre training expected to become nation’s greatest expert in that subject. So, the Urban Planning of Mumbai will be decided by this / these EXPERTS.

I completely agree with your views urban planning in India. We definitely need expert urban planners, not IAS officers determining the masterplan for Bombay.
Apart from this, as mentioned in Mr. Vasandani’s article, we need a single comprehensive masterplan that addresses slum development, mass rapid transportation, sewage, water, open spaces, green cover, affordable housing, sustainability and the eco-system. We need a masterplan that will envision what Bombay will be like in 20-50 years. With this masterplan the city can move ahead in a progressive direction in terms of its development that is wholesome rather than a piece meal approach that is currently being made by several independent authorities each of whom has a different vision such as the MCGM, MHADA, SRA, MMRDA, UD, etc. We should have one single regulatory authority on the masterplan and its implementation.

1.The 74-75th amendment to the constitution has already decentralized the planning function. The planning is now a subject of the local authorities, be it municipalities or municipal corporations. But in the process the planning “power” is concentrated in the hands of the so called people’s representatives who are “professional” politicians. Where will this lead us?To give an example ,a few years back these peoples representatives in the state of Goa one fine morning declared the entire state as “Urban Area! The huge public outcry and agitations that followed helped by knowledgeable people and experts including myself finally made the politicians relent and left the job to experts to draft a regional plan which i later prepared.
What is important is transparency in preparation of plans and full and invited public participation in all plan making process
2. In view of the limited vision (physical plans only) of the urban planners it is necessary that a broader view be taken for which at the moment there is no alternative to IAS. What is required is a reform of the IAS service so that necessarily people/ experts from different disciplines are absorbed in the service.Those who wish to know the status of IAS training would do well to read the autobiography of J.B.D’Souza a retired IAS chief Secretary of Maharashtra.
